Have a network distinguish between paying users and the free users. When the network is filled up, boot the free users offline and don't let them back on until the network demand slackens.

 Jerry wrote that this can be expanded to make people pay for quality of service in an auction based network. Network manager and user could call for bids to determine the price of the service or an inverse auction could be used to buy the service at a lower price in bulk.
